Volunteers - If an owner truly volunteers to move off of the A Level, then some who are being asked to move, could move to those spots, thereby freeing the West Row for guests and management staff.
Premium Pricing - charge more for parking spaces on the A level. For example, they could pay $100 or $120 for a better spot.
Consider Other Places - why pick places 1-10? Why not 11-20? Why not 21-30? These higher numbers are closer to the Guard's station, and to the Management Office.
Do A Study - Let's see if more parking spaces are even needed in the first place. Some have been ordered to leave, which has freed up a number of spaces. This seems to be sufficient at this time. So no additional owners should be ordered to leave. At least for the near future.
Financial Incentive - If owners do not volunteer, there can be a financial incentive to let the Guard House know their space will be available. Suppose they will be away for a week. They could earn $1/day by letting management know that their space will be available. Or their parking fee could be $80/month instead of $85/month. Then guests or staff could park in that space. This fee would be more than recouped by the Guest Parking Charge.
